OUR PURPOSE, MISSION & VALUES

Our Purpose is to Serve the South African households evolving needs of access and affordability to adequate housing, in quality living environment, and our Mission is to provide innovative and affordable housing finance solutions for the low-to-middle income market. We do this by applying our Values, which are Accountability, Collaboration, Excellence, Leadership, Integrity, Innovation, Diversity, Ubuntu and Professionalism.

OUR MANDATE

The NHFC provides wholesale funding in the affordable housing market mainly to social housing institutions, non-banking retail intermediaries, privately owned property developers, construction companies and investors. It also provides loans and other form of wholesale funding (equity and quasi equity) to certain niche businesses that are in the affordable housing market.
The NHFC delivers on its mandate as prescribed in the Government Gazette of 1997 performing.

The NHFC exists to ultimately serve low­-to-middle income households by giving them the opportunity to live with dignity. The NHFC facilitates end to end solution which addresses the human settlement funding and financing needs, by providing various funding instruments to suit specific intervention required. The instruments can be segmented into two categories being development/project finance and funding through retail intermediaries to the following type of entities:

  • Social Housing Institutions (SHI),
  • Other Delivery Agents (ODA),
  • Developers
  • Contractors,
  • Micro Finance Institutions (MFls),
  • Co-operative Finance Institutions (CFls), Community Based Organisations (CBO) and Housing Co-operatives.

The NHFC also provides the following services to Local and Provincial authorities:

• Construction support,
• Strategic partnership, and
• Fund management.

In addition, the NHFC administers the FIRST HOME FINANCE which is a grant programme for first home owners.

FINANCE SOLUTIONS

SOCIAL HOUSING FINANCE

Debt funding of up to 30% to SHRA accredited SHI’s or ODA’s to develop subsidised rental accommodation;

Private Rental Housing Finance

Medium to long development finance to private property practitioners (landlords/developer) to construct affordable rental units for low-to-middle income markets;

Affordable Housing Bridging Finance

Bridging finance to developers to construct affordable housing units and service stands for sale in the low-to-middle income markets.

INCREMENTAL HOUSING FINANCE

Wholesale funding to NCR registered credit providers who on-lend to homeowners in the low-to-middle income market, to improve housing conditions.

PROGRAMME AND FUND MANAGEMENT

If you are a provincial or local authority, we provide project and programme management services to enhance service delivery in the human settlement sector.

FIRST HOME FINANCE

Applicants intending to acquire residential property may apply for FIRST HOME FINANCE if they meet the following qualifying criteria:-

  • South African citizen with a valid ID; or permanent residents with a valid permit;
  • over 18 years and competent to legally contract;
  • have never benefited from a Government Housing Subsidy Scheme before;
  • have an Approval in Principle of home loan from an accredited
    South African financial institution; and
  • first time home buyer, earning from R3 501 to R22 000 per month.

CONTRACTOR BRIDGING FINANCE

Bridging finance to contractors that have been awarded a contract for the development of subsidised units by government or the private sector.

EQUITY FINANCE

The primary instrument of investing by the NHFC remains debt funding with risk based loan pricing. However, over time, the NHFC has identified opportunities to take equity (& quasi equity) risk in investment opportunities aligned to our strategy
